When does a director cross that line of 'nudity' into 'porn'???? Is this Nudity? or Porn?

I beg,  check out how the poster of a new movie  ”Serial Killers’”, directed by a certain Mr. Nana Amoani and produced by one Dada Cash looks like.
Free boobs on display in Ghana. Funny enough, though the posters says +18 (Adults Only) , it is plastered on walls and poles and everywhere possible in Ghana.  How are they going to make sure only +18s would catch a glimpse of it?
